Kings

The new form of the theocratic administration was through kings. The first king in this new administration was Saul (1 Sam. 8:22). Saul reigned for a time, but then disobeyed. 1 Samuel 15:28 says “The Lord has torn the kingdom of Israel from you today and has given it to one of your neighbors—to one better than you.”
