This earthly start of the theocratic administration was short lived because Adam and Eve disobeyed God and committed the first sin (Genesis 3). As a result, the Kingdom had a change in administration. First, God answered sin by creating law of conscience. He then administered His kingdom through this law of conscience. Men had to submit themselves to his law to submit to God and be a part of the kingdom of God. This meant everyone was responsible for his or her own subjection to the law of God. Of course, men failed under this form of theocratic administration. As a result, God instituted another theocratic administration.
